The most underappreciated dimension here is that Anthropic is essentially running a private-sector version of the Vulnerabilities Equities Process — the framework the US government formalized in 2017 to decide whether to disclose or stockpile zero-days. Except Anthropic chose blanket disclosure through Glasswing, which is the opposite of what intelligence agencies historically preferred. The question is what happens when a model this capable is inevitably replicated by labs without Anthropic's disclosure instinct.
